License type guide

Volume License

Volume licensing serves organizations activating many machines. Instead of one key per PC, the organization holds a volume agreement and activates clients either against its own Key Management Service (KMS) host or with Multiple Activation Keys (MAK) that count against a pooled allowance.

Key points

One agreement covers many devices, with centralized key management
Two activation models: KMS (local activation host) and MAK (pooled count)
Designed for organizations — not for individual consumer PCs
KMS hosts must themselves be activated before clients can be

Pros & cons

Advantages

  • Scales to hundreds of machines with one key
  • KMS renews automatically, so reimaged clients reactivate silently
  • Software Assurance adds upgrade and deployment benefits
  • Central IT controls activation without touching each PC's key

Drawbacks

  • Requires activation infrastructure (KMS) or allowance tracking (MAK)
  • A single blocked volume key can de-activate every client using it
  • MAKs exhaust their activation count and need top-ups
  • Misuse of volume keys in the consumer market causes most "too cheap" key scams

Transferability

Tied to the organization's agreement, not individual devices — machines move in and out of the agreement as IT assigns them.

Best for

  • Businesses with 5+ (Server) or 25+ (client) machines to activate
  • Organizations that reimage PCs regularly
  • IT departments needing centralized license compliance

Frequently asked questions

What is the difference between KMS and MAK?+
KMS clients activate against a KMS host inside your network (needs 25 client or 5 server machines contacting it to reach the threshold). MAKs activate directly against Microsoft and count against a fixed activation allowance on the key. Many organizations use both: KMS for on-network machines, MAK for laptops that rarely connect.
Why does my personal PC show a KMS activation error?+
If your PC reports KMS errors like 0xC004F074 or 0x8007232B, the installed copy is volume-licensed and searching for a KMS host. On a personal machine this usually means the install media or key was misused — install your own retail key to activate against Microsoft instead.
What happens when a MAK runs out of activations?+
Activation fails with 0xC004C020 ("Multiple Activation Key has exceeded its limit"). The documented fix is for the license admin to contact Microsoft's Licensing Activation Centers to request more activations or a replacement key.
Can I buy a volume key for one PC at home?+
Volume licenses are sold to organizations under volume agreements, not to individuals for single PCs. A "volume key" offered cheaply for home use is the most common counterfeit pattern — it eventually gets blocked by Microsoft.
